The dollar index, which measures the greenback versus six major currencies, fell 0.12% to 101.417 at the New York FX close on the 28th. EUR/USD 1.1387, up from 1.1368; GBP/USD 1.3289, up from 1.3288; USD/JPY 163.86, up from 163.78; USD/CHF 0.8190, unchanged; USD/CAD 1.4105, down from 1.4125; USD/SEK 9.6954, down from 9.7285.

The Shanghai municipal government office issued the Implementation Plan for Building the Yangtze River Delta Inland Shipping High-Quality Development Pilot Area and Inland Water Transport System Connectivity Project (2026–2030). The plan calls for development of new-energy and clean-energy vessels: scale up battery propulsion for small-to-medium ships and short-to-medium distance routes, and build/upgrade charging and battery-swap infrastructure; pilot methanol propulsion and other new-energy/clean-energy technologies in inland shipping; and progressively establish shore-based and waterborne new-fuel bunkering capacity.
