PBOC and eight other agencies issued a notice directing financial institutions
to leverage tech-finance databases to build digital credit profiles for
technology firms, develop specialized risk-control and investment-research
models, and create financing products tailored to sub-sector needs. The notice
encourages cooperation with government departments to use metrics such as
transaction concentration, counterparty distribution and counterparty stability
to analyze industrial-chain cash flows, map key supply chains and allocate
finance on a one-chain-one-policy basis.
