Shenzhen municipal offices issued an implementation plan to accelerate strategic
emerging and future industry clusters. The plan calls for strengthening R&D and
application of foundation and vertical models, edge/on-device models, physical
AI models and high-performance intelligent agents, and for cultivating industry
application service providers and AI-native firms. It directs city-wide
promotion of high-level AI adoption across scientific research, industry,
consumption, public services and governance, and instructs use of the national
AI application pilot base (mobile terminals) and the industrial intelligent
agent innovation center to accelerate deep, full-process, all-factor integration
of AI with manufacturing. The plan also advances a pilot for urban manufacturing
technology upgrades, requiring key industry firms to implement tech renovation
and produce benchmark cases.
