Ukraine's foreign minister spoke by phone with Iran's foreign minister on the 28th about a recent Ukrainian strike on an Iranian merchant vessel. Ukraine urged avoidance of escalation and said its actions aim to defend Ukraine against Russian aggression and are not intended to target civilian ships or civilians. Iran said it likewise does not seek escalation, but called attacks on Iranian citizens or interests unacceptable and said any resulting losses must be compensated.
