A steady-rate backdrop may also bolster borrower confidence and increase the likelihood that consumers who delayed big-ticket purchases such as homes and cars will resume financing decisions.

Federal Reserve Chair Kevin Warsh said the Fed needs to monitor market reactions to developments directly and without filtering.
