Shanghai issued its 15th Five-Year Health Development Plan, prioritizing
expanded fertility support and maternal-child services. Measures include a
childcare subsidy scheme, strengthened maternity leave, early-pregnancy care,
and a birth-defect prevention capacity building plan. The city will develop
integrated medical-education services, expand and standardize maternal and child
facilities, and improve childcare for children under three. Maternity insurance
benefits will be optimized and coverage standards adjusted to raise maternity
medical expense protection, aiming for zero personal co-payments for prenatal
checks and inpatient deliveries within policy scope, and to increase coverage
for pain-relief childbirth and assisted reproductive technology (ART) costs.
