Four people told the paper Warsh raised the legal basis for a minimum annual number of meetings and discussed a potential timeline at a Fed meeting this week. He asked officials to submit their views rather than holding a full agenda debate. The change could trigger significant disruption and would mark the most significant alteration to Fed operations in years.
