Tianjin Planning and Resources Bureau, together with the Development and Reform
Commission, Housing and Urban‑Rural Development Commission and 10 other
departments, issued Opinions on Reactivating Stock Assets to Resolve Historical
Project Planning Land and Real Estate Registration Issues (2026 edition).
Building on a July 2024 pilot due to expire after two years, the revision
expands the policy’s scope and streamlines procedures to support completion of
formalities and real‑estate registration for historical projects; the Planning
and Resources Bureau led the revisions to address market requests for an
extension and practical issues on applicability, building‑retention
verification, illegal‑construction handling and completion‑acceptance filing.
