CHINA STATE PLANNER and the National Energy Administration issued the New Power
System Construction 15th Five-Year Plan, targeting about 110 GW of nuclear
capacity by 2030 and roughly 65 GW of combined biomass, concentrated solar
(CSP), geothermal and ocean power capacity. The plan calls for defining coastal
nuclear-base layouts and construction sequencing, scaling nuclear builds,
advancing R&D, demonstration and deployment of next‑generation nuclear
technologies, lowering small modular reactor (SMR) costs, promoting nuclear
cogeneration and commercial-model innovation, and accelerating large-scale CSP,
regionally tailored biomass and geothermal projects and marine-energy
utilization.
