CHINA STATE PLANNER and the NEA released the New Power System Construction 15th
Five-Year Plan, directing wide‑load, high‑efficiency retrofits of operating
coal‑fired units and capping increases in coal consumption rate under low‑load
operation at 25%. The plan mandates region‑appropriate full‑load denitrification
(SCR) retrofits for coal units and implementation of a batch of cross‑generation
upgrade projects at the ~600 MW class. In eligible regions it supports
construction of zero‑carbon/low‑carbon fuel co‑firing and carbon capture,
utilization and storage (CCUS) projects. Regulators are to issue coal power–new
energy integration policies, prioritise coal–renewable integration pilots,
retrofit coal units for enhanced regulation/flexibility, and push system
coupling and integrated dispatch to lower coal‑fired generation.
