Talks ended in Rome on Aug. 6 with no breakthrough on expanding the proposed
pilot area: Lebanon pressed to add a new area while Israel said expansion should
await completion of verification measures for the first two pilot areas.
Delegations agreed on a list of parties that could potentially oversee future
verification, stressed the need to maintain the ceasefire, and agreed to seek a
new UN Security Council resolution as the international framework for
arrangements after the UN Interim Force in Lebanon (UNIFIL) mandate ends. Next
round is scheduled for Sept. 1.
