On Aug. 6 at the White House, President Trump signed two executive orders aimed
at curbing commercial "birth tourism" and narrowing the scope of automatic U.S.
citizenship for some children born in the United States. He said the government
will escalate enforcement against organizers, including hotels, that arrange
travel to the U.S. for childbirth. Trump claimed as many as "hundreds of
thousands" obtain U.S. citizenship annually this way and cited cases of groups
bringing dozens of children under the guise of families. He called a prior
Supreme Court ruling against his restriction "unfair," said the administration
is pursuing new measures, and asserted the orders are constitutional and will
end commercial birth tourism.
