China's Civil Aviation Administration, National Development and Reform
Commission and Ministry of Transport jointly released the 15th Five-Year Plan
for civil aviation. The plan mandates construction of a coordinated
infrastructure system with moderately forward capacity planning while avoiding
excessive overbuilding, and prioritizes smart, green and integrated
infrastructure. It directs simultaneous upgrading of existing assets and
optimization of new capacity, accelerating infrastructure renewal and
digital-intelligent transformation to enhance safety and operational
sustainability and achieve first-class facilities. The plan also calls for a
domestically controllable innovation support system, demand-led problem solving,
safe development of low-altitude civil aviation, faster civil aviation
digitalization and technological self-reliance, and integrated development of
education, science and talent to cultivate new productive capacity in the
sector.
