The move, Trump’s second attempt to curb birthright citizenship, is expected to face legal challenges; critics say it conflicts with the 14th Amendment. U.S. law already bars tourist visas primarily intended for childbirth, and immigration officers can deny entry to pregnant visitors judged to intend giving birth in the U.S.
