China State Planner and the National Energy Administration issued the coal
industry '15th Five-Year' plan requiring orderly continuation of
replacement-capacity construction, stepped-up resource exploration and reserve
upgrades to secure coal continuity. They tighten total capacity control,
aligning new capacity with resource potential and regional supply–demand
balance, and confine new builds mainly to five major supply bases while
prioritizing upstream–downstream integrated projects and cross-regional
supply-security schemes. During the '15th Five-Year' period, new capacity must
be entered into the central capacity ledger before implementation; all types of
coal mines must strictly comply with the capacity replacement policy.
