Tianjin municipal Industry and Information Technology Bureau and other
departments issued the Tianjin Intelligent Robot Industry Innovation Development
Action Plan (2026–2028). The plan prioritises special-purpose robots and seeks
to consolidate Tianjin’s sea-land-air sector strengths: maritime/underwater —
deep-sea detection, underwater operations and port automated loading/unloading
robots; land — oil & gas extraction, petrochemical, live-line power inspection,
firefighting/rescue and pipeline inspection robots; air — runway inspection
robots and multi-scenario inspection drones (UAVs). The plan targets full
coverage of energy extraction, industrial O&M, seaports/airports and emergency
rescue scenarios, calls for stronger complex-environment adaptability,
intelligent decision-making and autonomous operation, and aims to maintain
domestic leadership in underwater and heavy-load mobile robots.
