Changsha has listed a price-capped residential land parcel on its online
land-trading system, explicitly capping sale price for bare-shell units at 6,200
yuan/sq m — the first price-capped plot since September 2023. Officials said the
site is an affordable-housing parcel and the city has no immediate plan to roll
out more similar price-capped plots. Changsha said it is seeking to bolster
developer confidence to buy land while stabilizing housing-price expectations to
keep the property market steady.
