Shanghai Municipal Commission of Commerce and six other municipal departments issued a plan to build a national services-trade innovation demonstration zone, coordinating the city's 'five centers' construction and prioritizing demand-led measures, reform, technology enablement and greater openness to expand, upgrade and internationalize services trade. The plan sets a citywide services-trade target of $270 billion by 2027 and above $300 billion by 2030, and calls for a more optimized trade structure, greater concentration of trade participants, freer factor mobility and stronger international competitiveness of service brands as part of positioning Shanghai as a national demonstration and a global services-trade hub.
