The city will provide compute subsidies in accordance with law and support private firms renting smart-computing resources for large-model R&D, training and deployment. Higher-education institutions, research institutes and state-owned firms are encouraged to use data storage and compute resources built by private and other market entities. Shanghai will publish and dynamically update a public-data openness list and support private firms in deep development and scenario-based use of specific public data. The plan promotes issuance of compute-power vouchers, model vouchers and training-data vouchers to lower usage costs of digital inputs, and supports private participation in digital transformation projects across transport, logistics and public services. It also encourages private-led demonstration projects for new infrastructure such as blockchain applications and robotics at scale.
