Guangzhou’s Haizhu district issued eight measures to support tokens across
production, service aggregation, distribution hubs, application scenarios, OPC
cultivation, industry upgrade, financial services and overseas expansion,
covering the token production–circulation–consumption–value-add chain. On the
production side, large-model firms are encouraged to raise token output per chip
via technical tuning; eligible firms may receive subsidies of up to 50% of
actual investment, capped at 1.5 mln yuan per firm per year. On the industrial
platform side, the district will subsidize firms providing heterogeneous-compute
token packaging, multimodal model aggregation access and one-stop settlement
services, with support up to 4 mln yuan for qualifying firms; it will also fund
token-calling hubs that connect across models, modalities and heterogeneous
platforms, with up to 4 mln yuan in support.
