The NDRC and NEA in the Petroleum and Natural Gas Development ’15th Five‑Year
Plan’ call for CCUS scale industrialization and regional CCUS clusters,
coordinating increased oil output with carbon reduction. The plan backs pilot
low‑carbon transitions for oil‑and‑gas hubs such as Dongying and Yulin and seeks
further market‑oriented, industrialized deployment of carbon‑neutral
technologies. It also directs development of new underground energy
storage—using depleted reservoirs, salt caverns and pipelines—and exploration of
compressed air energy storage, to pair with nearby renewable plants for capacity
support and frequency/peak‑shaving services, improving regional system
flexibility and stability.
