Araghchi said the opponent submitted a multi-clause proposal, Iran offered a counterproposal, both sides revised positions and the opponent ultimately accepted Iran’s terms, whereupon Iran agreed to a ceasefire. He added several ambassadors told him the memorandum’s terms largely favored Iran and that the opponent began violating the memorandum within two weeks. Araghchi identified Israel as the main opponent and obstacle to implementing the memorandum.
