Li Jialu, director-general of MOFCOM’s Department of Circulation Development,
said at a State Council Information Office briefing that county commercial
development should reflect population distribution and market demand and avoid
one-size-fits-all policies. Authorities should track county population flows,
strengthen analysis to prevent blind construction and resource waste, prioritize
renovating and upgrading existing commercial facilities, and firmly avoid
large-scale demolition-rebuilding and low-level homogenous competition.
