Shanghai Science and Technology Commission issued the Zhangjiang High‑Tech
Industrial Development Zone 15th Five‑Year Plan, targeting decisive progress by
2030 toward a world‑leading science park. The plan keeps a high‑tech orientation
and aims to significantly strengthen Zhangjiang’s role as a source of
technological innovation, improve mechanisms for high‑tech transfer and
industrialization, and incubate three innovation‑source hubs. Zhangjiang Science
City is targeted to become an international‑class science city with concentrated
tech factors, a strong scientific profile and a vibrant innovation ecosystem.
Policy will push specialty development: strengthen high‑end industry leadership,
implement “one park, one specialty” sub‑park differentiation, and cultivate a
set of benchmark tech leaders. The three leading industries’ industrial gross
output is set to remain above 80% of the city’s total; emerging pillar
industries are to scale and cluster, and future industries are expected to
become new growth drivers. The plan targets park industrial value added to
exceed 20% of the park’s GDP.
