Shanghai municipal government office published the "Digital Shanghai"
construction 15th Five-Year Plan, targeting leapfrog development by 2030 with
priorities on international connectivity, data monetization and intelligent
applications. The plan aims to strengthen digital infrastructure and governance
to boost economic and administrative capacity, drive deep changes in production
methods and a productivity “leap,” and establish Shanghai as a regional digital
benchmark. Commitments include upgrading the city’s digital base, advancing a
blockchain development system, consolidating core infrastructure, accelerating
digitalisation of maritime trade, and extending applications across all industry
sectors. The plan also calls for expanded international data cooperation and
secure, convenient cross‑border data infrastructure, diversified digital service
platforms, and data‑ and AI‑led new growth drivers with deeper innovation in
data use and tighter digital‑real economy integration.
