Six Shanghai agencies — the Municipal Housing and Urban‑Rural Development Commission, Municipal Housing Management Bureau, Municipal Finance Bureau, PBOC Shanghai Branch, Shanghai Financial Regulatory Bureau and the Shanghai Housing Provident Fund Management Center — issued a joint notice effective Aug. 21, 2026. The notice directs a demand‑led program, aligned with the 15th Five‑Year Plan for affordable rental housing, to accelerate acquisition of second‑hand residential units in central city districts (including inside the Pudong Outer Ring) and convert them to affordable rental housing to increase supply in central districts.
