Shanghai Free Trade Zone’s Lingang New Area sets a 15th Five-Year Plan target of 7.5% annual GDP growth, maintains R&D spending above 6% of GDP and adds 70 nationally first-of-a-kind institutional innovations. The plan commits to piloting offshore finance and expanding/iterating the cross‑border data negative list and operational guidelines. By the end of the plan it aims to form three manufacturing clusters at CNY100+ bln scale; by 2030 it targets industrial output above CNY650 bln. Sector targets: integrated circuits CNY120+ bln (wafer fabrication and high-end packaging/testing-led, full-chain design, equipment and materials), smart vehicles CNY300+ bln (focus on vehicle intelligence), and high-end equipment CNY100+ bln (new energy storage and energy equipment). It also projects bonded-repair import‑export turnover of CNY100 bln and offshore resale trading turnover of USD50 bln.
