directs firms toward green, low‑carbon operations and periodic disclosure of
decarbonization progress. Key measures: support greater use of renewable power
and guide new compute facilities to coordinate siting and layout with renewable
generation; continue construction of national green computing infrastructure.
The plan mandates updating a recommended catalogue of energy‑saving and
carbon‑reduction equipment and promotes liquid‑cooling and waste‑heat‑recovery
technologies. It encourages ecosystem- and industry-leading firms to help
upstream/downstream partners cut emissions, accelerate digital energy/carbon
management center deployment, and build green value and supply chains. Local
authorities are urged to create green‑transition service platforms offering
low‑cost, standardized carbon accounting tools and energy‑efficiency diagnostics
to lower firms’ transition barriers.
