China's Central Cyberspace Affairs Commission issued an Action Plan to Promote
High-Quality Development of Cyber Information Enterprises (2026–2030), directing
firms to prioritize basic research and tackle core technologies including
high-end AI chips, foundational and industrial software, network communications,
cybersecurity and data security, and to push breakthroughs in quantum,
blockchain, brain–computer interfaces, digital twins and advanced displays. The
plan explicitly supports enterprise R&D in AI — developing high-end AI chips,
overcoming key technologies for high-performance training clusters, raising
base-model performance (large language, multimodal and world models) and
advancing agents and embodied intelligence — and encourages firms to join
open-source projects while offering strengthened IP support via priority and
expedited patent examination.
