The Central Cyberspace and Informatization C.BANK published an Action Plan for
cyber-information firms (2026–2030), directing government investment funds to
back early-stage, small-scale, long-horizon and hard-tech investments and urging
financial institutions to build sector-specific products and include patents,
trademarks and data in credit assessments. It will support qualified firms to
raise capital via domestic and overseas listings, accelerate domestic IPO review
and encourage Sci‑Tech Innovation Board and ChiNext listings, and expand non‑IPO
exit channels by promoting secondary PE (S) funds and buyout funds to ease the
investment–exit–reinvestment cycle.
