Ukraine Energy Minister Shmyhal told parliament on the 21st that winter energy
stockpiles are near or above planned levels. Underground gas storage holds 14.3
bcm, close to the 14.6 bcm winter target; coal reserves have exceeded targets.
Fuel reserves are being built to secure backup generators and critical
infrastructure at the front line. Shmyhal expects national installed generation
capacity to reach 19.6 GW by year-end, above the minimum winter requirement.
Kyiv has allocated 35 billion hryvnia (about $785m) this year to strengthen
protection of local energy facilities.
