The Ministry of Water Resources initiated a level‑IV flood‑defense emergency at
13:00 on Aug. 25 for Hebei, Shanxi, Inner Mongolia, Shaanxi and Qinghai after
forecasts of a strong rain event from Aug. 25–28 across central/eastern
Northwest and central/northern North China. The ministry said the Yellow River’s
upper and middle reaches and tributaries — including the Huangshui, Dahei,
Huangpuchuan and Kuye rivers — and Haihe basin rivers Yongding, Daqing and Hutuo
will see rising water; some small and medium rivers in heavy‑rain areas may
exceed warning levels. Flash‑flood and silt‑dam safety risks are high.
Authorities ordered intensified real‑time monitoring, denser forecasting and
warnings, reinforced duty‑room coordination, precision scheduling of
flood‑control works with priority on reservoir and silt‑dam safety and
small‑river/mountain flood defenses, and urged local governments to pre‑evacuate
threatened residents.
