Shanghai government released a plan to accelerate its international trade
center. It will push offshore trade innovation: ease FX receipts and payments
for current-account offshore trade, align authenticity checks with service
efficiency, and support offshore trade information platforms in key zones. The
plan will pilot offshore commercial transactions under Free Trade Accounts and
deepen implementation of offshore trade stamp tax measures. Leveraging
Shanghai’s international financial centre offshore-finance policies, authorities
will expand offshore trade finance services in the Lingang New Area. The city
will promote bonded+ business models, advance bonded repair and import
remanufacturing pilots—including qualified two-ends-abroad bonded repair—and
pilot treating remanufactured goods as new imports. It will upgrade special
customs supervision areas, strengthen bonded R&D, bonded logistics and bonded
processing/manufacturing functions, and advance construction of the Zhangjiang
sci‑tech comprehensive bonded zone.
