Ukraine's dual attacks on Russian refineries and Black Sea ports are disrupting domestic fuel supplies and preventing Moscow from redirecting crude into exports. Tanker shipping data show Russian seaborne crude exports averaged 3.46 mln barrels per day in the four weeks to Aug. 23. Exports had earlier risen after Ukrainian strikes curtailed domestic refining, leaving more crude available for export, but that increase is now fading as drone attacks on tankers have cut Black Sea loadings.

China’s draft Water Law, submitted for second review to the 14th National People’s Congress Standing Committee on Aug. 25, adds provisions to accelerate construction of a national water network. The draft directs the state to prioritise improving systems for optimized water‑resource allocation, river‑basin flood prevention and mitigation, and water‑ecological protection and governance; it calls for coordinating existing and incremental resources, strengthening interconnection, and speeding the build‑out of the national water network.
