First, restructure industry to improve capacity fit and upgrade capability by strictly enforcing the capacity‑replacement policy, instituting dynamic capacity‑risk early warnings for key products, and optimizing industrial layout to concentrate resources in advanced capacity and better match supply and demand. Second, bolster resource and industrial security by stabilizing supply and improving resource quality: accelerate R&D in efficient mining, beneficiation and smelting for scarce resources and expand comprehensive use of low‑grade, associated and hard‑to‑process ores and solid waste through sourcing, conservation and recycling. Third, drive advanced‑materials innovation by targeting frontier technologies and production pain points, including deeper application of AI in materials R&D and production processes and accelerated development of hydrogen metallurgy and other green low‑carbon technologies.
