The Shanghai municipal government office issued the city’s Strategic Emerging
Industries Development 15th Five‑Year Plan, directing a forward-focused upgrade
of the integrated circuit sector. Priority measures: accelerate high‑end chip
R&D and industrialization and build AI‑enabled vertical chip‑design models and
intelligent agents to reshape design workflows and speed simulation; advance
advanced packaging R&D and mass production while supporting packaging equipment
and materials development; and support R&D of new devices including 2D materials
and promote 3D‑stacked architecture chip design and tape-outs.
