At 10:00 on Aug. 27 the Central Meteorological Observatory continued to issue a
typhoon orange warning and a heavy-rain yellow warning. China's Ministry of
Transport raised its typhoon defense response to Level II and maintained a Level
III response for heavy rainfall, ordering point-to-point dispatches to transport
authorities and maritime bureaus in Zhejiang, Fujian and Shanghai. The ministry
instructed authorities to closely track the typhoon path and rainfall, carry out
response, inspection and control measures, and suspend operations, close
facilities or evacuate where required; it said it will adjust response levels as
weather warnings change.
