MOFCOM and eight other ministries issued guidance saying aircraft maintenance
firms carrying out items on the bonded-maintenance product list will not face
regional restrictions. The document encourages new maintenance entrants to
prioritise locating in comprehensive bonded zones. It defines aircraft
maintenance enterprises as entities with independent legal status holding a CAAC
maintenance license, or firms approved by the Civil Aviation Administration of
China to perform maintenance on behalf of such license-holders.
