The measures create a Qianhai low‑altitude economy zone on the Shenzhen Qianhai Equity Exchange Center’s specialized-and-innovative board and launch an “entry‑to‑board” (入板即貸) targeted financing service. Authorities will encourage listing preparation, compliance advisory and cross‑border capital services for low‑altitude firms and facilitate tiered access to multi‑layer capital markets, including Shanghai and Shenzhen main boards, ChiNext, the STAR Market and the Beijing Stock Exchange. The plan also backs faster NEEQ (New Third Board) approvals via a green channel. To address costly and hard-to-get financing at key links in the low‑altitude industrial chain, the measures introduce a credit risk‑sharing mechanism and encourage banks to develop product lines such as talent loans, R&D loans and low‑altitude industry cluster loans.
