Aug 28 — The National Development and Reform Commission, together with relevant ministries, held a national meeting to advance investment. The NDRC ordered stepped-up scheduling and supervision of “two-heavy” construction and projects financed from the central budget; faster issuance and utilization of local government special bonds; accelerated deployment of funds from new policy financial instruments; strict fund supervision while ensuring timely payments. It directed systematic advancement of planning and construction of the “six networks,” rapid selection of key projects, multi-channel financing for project construction, and improved coordination mechanisms to ensure efficient, orderly progress.

JA Solar told investors at an Aug. 28 earnings briefing it is continuing to monitor precious-metal substitution technologies and has multiple R&D routes in development. The silver-clad copper route is at a pilot mass-production stage; internal analysis shows that at current silver prices it offers no clear economic advantage and its reliability remains unproven. The company will maintain long-term R&D investment and may adopt the route depending on silver-price trends and technical maturity.
