On Aug 29 local time, Ecuador announced a nationwide red alert to respond to the
developing El Nifio. The Secretariat for Risk Management issued a resolution
directing strengthened disaster prevention, emergency response and coordination
across government levels to boost risk-response capacity. Ecuador’s National
Committee for the Study of the Regional El Nifio Phenomenon said its assessment
of August oceanic and atmospheric conditions confirms El Nifio has formed,
meeting four domestic criteria; significant Pacific sea surface warming was
cited as a primary signal.
