Vessel-tracking data and trade sources including Kpler and Vortexa show Asia's diesel shipments to Africa in August are expected to hit a four-and-a-half-year high of about 1.8–2.0 mln tonnes (13.4–14.9 mln barrels). LSEG, Kpler and trade sources say Middle East exports to Africa fell to roughly 0.6–0.8 mln tonnes in August, the lowest in nearly nine years, amid sustained shipping risk in the Bab el-Mandeb and Strait of Hormuz. Kpler data show last year about 50% of Africa's diesel imports came from the Middle East, around 40% from Saudi Arabia. Trade sources said Saudi Aramco cut runs at some facilities including Jazan, restricting Saudi diesel flows; Kpler shows Jazan shipments to Africa fell to zero in August from 163,000 tonnes in July.

MOFCOM released Implementation Opinions setting a 15th Five-Year period framework and a 2030 target of about 60 trillion yuan in retail sales of consumer goods, with aims to cultivate multiple 10-trln-yuan markets in green, smart and health consumption. Trillion-yuan categories highlighted include autos, home appliances, communications equipment and textiles, with policy intent to keep their market scale globally leading. The plan sets four priority tasks: boost big-ticket durable-goods consumption by advancing auto distribution and consumption reform pilots, expanding the full auto sales chain and accelerating smart-home rollout; lift quality in daily-consumption categories such as food, beverage, textiles and cultural/sports/entertainment goods; support specialty and lifecycle-targeted products focused on the elderly and infants and promote domestic trend brands, export-grade goods and international premium products; and expand upgrade-oriented consumption by promoting green, smart and health-related products. MOFCOM said it will coordinate with other departments to implement measures to expand consumption, bolster domestic demand and strengthen the domestic market.
