MOFCOM and six other ministries issued implementation opinions to expand goods
consumption, instructing deeper auto circulation and consumption reform pilots
and faster removal of unreasonable restrictions in the auto circulation and
consumption sector. The plan calls for innovating vehicle-use management and
expanding auto consumption across the full chain, and urges relevant regions to
optimize purchase-restriction measures to better meet household car demand. It
seeks to scale up the auto aftermarket and supports vehicle modification,
maintenance, motorsport and RV/camping, and to establish a recognition and
management system for classic vehicles. The document requires improved
inter-agency information sharing and a lifecycle data-exchange system covering
sales, registration, maintenance, insurance and scrapping. It also calls for
stronger used-car circulation rules, mutual recognition of standardized used-car
sales invoices and tiered, classified oversight of used-car operators.
