Interfax reported Russia's finance minister said that despite current complexities there remain reasons to develop financial ties with the United States and that dialogue should continue.

Sept 2 — The PLA Southern Theater Command deployed naval and air units to conduct combat-readiness patrols in the territorial waters and airspace around China’s Huangyan Island. China asserts Huangyan Island as its inherent territory. Since August the theater has stepped up continuous sea and air patrols and surveillance around the island, strengthening control of the area and responding to incursions and provocations.
