Valero's Port Arthur, Texas refinery (385,000 bpd) experienced a partial power
outage Tuesday night after Tropical Storm Edouard passed, people familiar with
the matter said. The EIA says Port Arthur represents about 2% of US refining
capacity; with US refineries running at 97.4% of 18.03 mln bpd (≈469,000 bpd
idle), Valero's offline capacity equals most of that unused capacity.
ARAMCO-owned Motiva's Port Arthur refinery (656,400 bpd), ExxonMobil's Beaumont
(612,000 bpd) and TotalEnergies' Port Arthur plant (238,000 bpd) remained
operational during the storm; Motiva is the largest US refinery.
