Quanzhou city government activated a Level II rainstorm emergency response as
the peripheral circulation of Saudel and a monsoon trough are forecast to
produce heavy to very heavy rain today and tomorrow, with locally extreme
downpours. Prior persistent rainfall has left soils near saturation, slopes
loosened and streambeds high, creating very high risk of flash floods,
geological hazards and urban and rural flooding. Measures: from 18:00 on Sept. 2
through Sept. 3 all primary and secondary schools and kindergartens are closed
and off-campus training suspended; from 19:00 on Sept. 2 all construction sites
must cease work and evacuate workers; all scenic and non-scenic attractions,
campsites and popular social-media check-in sites are closed and tourists are
being turned back.
