On Sept. 2 Iranian parliament speaker Mohammad Bagher Ghalibaf said the U.S.
must fulfil specified commitments before Iran will act to reopen the Strait of
Hormuz. Speaking to visiting Hamas officials, Ghalibaf said Iran does not rule
out negotiations but treats them as a tool of struggle. He said in talks over
Article 1 of an Iran‑US memorandum Tehran insists on an end to wars targeting
Iran and its resistance‑front allies, while the other side’s initial 15‑point
text demanded Iran cease missile, nuclear and resistance activities. Ghalibaf
added Iran and its resistance front will continue to oppose the U.S. and Israel.
