The plan prioritizes deeper urban-rural integration, strengthened urban renewal frameworks, improved livability and housing security, higher urban governance efficiency, accelerated construction-sector transformation, and firmer resilience and safety foundations. It focuses on five priority areas—technology industry, ecological environment, livelihoods, infrastructure and urban-rural development—and elevates major engineering projects as strategic catalysts. The city will centralize coordination for municipal and district major projects and for key projects with investment above 5 billion yuan, secure resource inputs (land, rivers and lakes, green and forest land, construction-waste), mandate cross-industry and cross-level problem-solving, and scale up adoption of new construction technologies and processes.
