Five‑Year plan, accelerating urban village (chengzhongcun) renovations: by
end‑2026 fully launch overall urban‑village reconstruction projects and complete
remediation/upgrades; by end‑2027 complete preparatory work for those overall
projects; advance planning‑led pilot implementations in parallel. Speed up
renovation of old housing stocks: target to complete the remaining ~20,000 sqm
of small‑beam, thin‑slab houses by end‑2026 and to largely finish renovation of
non‑standard employee housing by end‑2030; promote renewal of non‑standard lane
houses, apartments and garden residences.
