Shanghai Customs deputy commissioner Huang Xintian said on Sept 3 that during the 15th Five-Year Plan period the authority will speed imports of R&D inputs and precisely implement import tax incentives to support technology innovation and upstream industrial R&D. On exports, Shanghai Customs will prioritize integrated circuits, AI-related and other high-end intelligent manufacturing products to scale new-economy output and accelerate overseas expansion of Shanghai-made goods.
